Is anyone deserving of respect?

It is said that respect is reciprocal. That is common sense. But self-governance is the first rule to attracting respect. Once a person knows how to carry themselves no matter what, they will attract the respect that they deserve. The way one governs one's self says a lot about that one. Whether or not they are deserving of respect. 

"Don't let anyone think less of you because you are young. Be an example to all believers in what you teach, in the way you live, in your love, your faith, and your purity." (1Tim.4.12) 

The Apostle Paul admonishes the young Pastor Timothy to not let anyone think less or look down on him. The word 'let' presupposes that you are the one responsible for how people treat you. He says, "don't let anyone". How have you let people look down on you? How have you let people talk down on you? How have you let people mistreat you? 

Do not give them the power to. And he showed him what he needed to do so as not to give that power to others. He says to be exemplary in what you teach. The principle is to match your words with your actions. Do not say one thing and do another. Be exemplary in the way you live, the way you love, how you demonstrate your faith, and display your purity. 

To be exemplary means that you have met and surpassed the standard such that others now look up to you. Once this is done, you will be deserving of respect and no one will think less of you.
