God's ways 

It would appear as though God's intentions were realized through falsehood. God gave the end result but man decided the how. In this case, God told Rebecca from when she was pregnant what His intentions were and Rebecca fashioned out the way to actualize it? 

"GOD told her, Two nations are in your womb, two peoples butting heads while still in your body. One people will overpower the other, and the older will serve the younger."(Gen.25.23) 

I think Rebecca should have done a better job trying to achieving God's intentions. She should have gone back to God to ask for the 'how to' just as she did when she was pregnant with the boys. 

Isaac was finally brought into the picture. So that now He blesses Jacob with the blessings of Abraham, the blessing of succession. 

"So Isaac called in Jacob and blessed him. Then he ordered him, "Don't take a Caananite wife. And pass on the blessing of Abraham to you and your descendants so that you will get this land in which you live, this land God gave Abraham." (Gen.28.1, 4)

And then God also introduces Himself to Jacob since Jacob is now the rightful successor (though he always was) of the intentions of God through Abraham. 

"Then GOD was right before him, saying, "I am GOD, the God of Abraham your father and the God of Isaac. I'm giving the ground on which you are sleeping to you and to your descendants. Your descendants will be as the dust of the Earth; they'll stretch from west to east and from north to south. All the families of the Earth will bless themselves in you and your descendants." (Gen.28.13-14)

Finally, Jacob takes God as his God with a condition:

"Jacob vowed a vow: "If God stands by me and protects me on this journey on which I'm setting out, keeps me in food and clothing, and brings me back in one piece to my father's house, this GOD will be my God. (Gen.28.20-21)

Trust God through the process. And you will get there.
