Leadership responsibility
"Moses issued orders to the judges of Israel: "Each of you must execute the men under your jurisdiction who joined in the worship of Baal Peor." (Num.25.5)
Leadership come with great responsibility indeed. After God asked Moses to kill the leaders, Moses issued orders to the judges of Israel saying "Each of you must execute the men under your jurisdiction..."
Moses pushed the execution order of these leaders to the judges of Israel. These were the judges who were leaders over thousands, hundreds, fifties and tens.
"And then you need to keep a sharp eye out for competent men--men who fear God, men of integrity, men who are incorruptible--and appoint them as leaders over groups organized by the thousand, by the hundred, by fifty, and by ten." (Exod.18.21)
These were competent men - who fear God, men of integrity, men who were incorruptable. God's idea of competence meant that these men would able to replicate their competence in those they were to judge. To judge as seen here is to not only to adjudicate and settle cases but to replicate these competencies in their followers. If they were properly corrected and instructed then they would learn, if they learn and then they'll become.
Interestingly, some did not die because just then one israelite man carried a Midianite woman and flaunted her before Moses and the leaders and Phinehas took a spear and killed the both of them and this stopped the killing of the leaders but 24,000 had already died.
"Just then, while everyone was weeping in penitence at the entrance of the Tent of Meeting, an Israelite man, flaunting his behavior in front of Moses and the whole assembly, paraded a Midianite woman into his family tent. Phinehas son of Eleazar, the son of Aaron the priest, saw what he was doing, grabbed his spear, and followed them into the tent. With one thrust he drove the spear through the two of them, the man of Israel and the woman, right through their private parts. That stopped the plague from continuing among the People of Israel. But 24,000 had already died." (Num.25.6- 9 MSG)
If you don't train them don't blame them. Instead of just firing them, fire them up.
